You have to consider that if time is what totally killed the bad cells in a battery pack, the same time has taken its toll on the rest of the cells as well, even if they still work. What is a Li Ion battery? Li ion batteries are mostly used in cell phones, laptops, surgical devices etc. It uses Graphite rods as Cathode and Lithium Oxide as anode. What causes it to age? The battery works on the principle of movement of two electrodes. However, with time, elevated temperature and prolonged cycling, the performance reduces over time.
Also to note, most "old" cell phone chargers are probably 6 volts or less, so not enough to bring the dead cell back up to sufficent voltage for the Ryobi charger to recognize it.
