I have a HP Pavilion laptop which is around one year old, it's very rarely used only a few hours use. When I tried to use it recently I found that the battery was on 0% and charging (although it was taking no charge). The laptop trouble shooter is indicating a failed battery. I find this strange with a laptop with very little use. Could this be something to do with the battery going completely flat and the charging has been deactivated?
If you have a 12V battery that has low voltage (3-6V) the charger may not work directly. For complex reasons, you have to provide a lot more current in a battery that has been deeply discharged. So what you can do is use booster cables and connect the low battery to the good battery. (positive-to-positive, negative-to-negative) Leave them connected for a couple minutes. If your good battery is in a car, leave the car OFF.

After a couple minutes, connect the charger to the low battery and set it to the *repair* mode. Let it charge for a few minutes, and then remove the booster cables. If the charger keeps going, let it run. If the charger turns off, connect the booster cables again. Usually within 5 minutes you should be able to disconnect the booster cables.
You say that you may apply dielectric grease under the clamp. I have seen advice that said to clean the post and clamp, and then apply a very light cost of dielectric grease on the post and install the clamp. Then cover the outside of the clamp and bolt with dielectric grease. Some people say that you should never put grease between the post and the clamp since it is an insulator and will impede the flow of current. Others say that the grease on the post will squeeze out of the high spots where contact is actually made, and fill the low spots to achieve a long life, corrosion free, high capacity connection.
